Established in 2011, Molitor & Associates, LLC is a government relations, communications, lobbying, and public policy firm based in Boise, Idaho. Services are provided in all aspects of political consulting, including legislative advocacy, strategic communications, regulatory affairs, and grassroots organization.

Tess (Teresa) Molitor
In 2003, Tess (Teresa) Molitor was hired as Vice President of Human Resources at the Idaho Association of Commerce & Industry (IACI). While there, she represented the business community on issues ranging from unemployment insurance, employer liability, health care, workers’ compensation, and education. When Steve Ahrens retired as President in 2006, Tess left IACI and joined the Boise law firm of Elam & Burke, P.A., where she acquired expertise on urban renewal law and tax policy. Later, she served as Director of Government Relations at Centra Consulting, Inc., where she represented clients on issues involving natural gas, transportation, tobacco, and mining. In September of 2011, Tess founded Molitor & Associates, LLC, a government relations and public policy firm in Boise, Idaho. Since then, she has lobbied and consulted on issues ranging from water policy to school-based Medicaid to sidewalk robots, and all things in between.
As a full-time participant in the Idaho political process, Tess has acquired considerable experience in drafting and lobbying legislation, legislative advocacy, and administrative rulemaking. She has also developed strong working relationships with members of the legislature, the executive branch, agency officials, campaign consultants, and other legislative advisors.
Tess has been invited to serve on various boards, including the Idaho Hall of Fame Board of Directors, the Center for the Study of Aging Advisory Board at Boise State University, the Board of Directors at Heritage Academy in Jerome, Idaho, and the Board of Directors of the Idaho Council on Industry and the Environment. She is a founding member of the Idaho Alzheimer’s Planning Group and currently serves on the Board of Directors of the Associated Taxpayers of Idaho (ATI).
Tess earned bachelor’s degrees in English and Theatre from Whitman College in Walla Walla, Washington, and a Juris Doctor from the Alexander Blewitt III School of Law at the University of Montana in Missoula. She is a member of the Phi Delta Phi International Legal Fraternity and is licensed to practice law in Idaho state and federal courts.
An Idaho native, Tess has lived and worked in Boise most of her life. She currently resides in the Depot Bench neighborhood with her two longhaired Weimaraners, Hank and Liesl, and her cat, Dagny. If she is not in Boise, you might find Tess in Coeur d’Alene, enjoying the lake with her dogs and her husband, Joe. In her free time, she enjoys gardening, hiking in the foothills, practicing yoga, riding her bike, attending concerts, and spending time with friends.

Fees
Fees are discussed and agreed upon at the outset of a project and are based on the extent of services provided and the complexity of the issues. Reimbursement of additional costs, such as lobbying expenses, are the responsibility of clients and are also discussed during the initial consultation. Fees and out-of-pocket expenses are itemized for clients and are billed at regular intervals.
